I would look into maybe more aggressive etching products if doing a professional job. This worked great for me since my garage concrete was brand new and I was just ensuring I had a good surface to Epoxy to.

I used a flower watering bucket, and sprayed down the whole garage. I then used a very stiff bristle brush.

Get a pressure washer to power wash the floor afterwards. It took 4 whole washes, mid scrubbing, and then squeegeeing to get all the etched surface up AFTERWARDS.

It does what it says it will do....follow directions and start early in the day with plenty of sunshine and ventilation to air out the garage when done. Hopefully floor is dry when you have to close up the garage door by nightfall.
Added this product while using a pressure washer on the cement. I din't have many oil spots but had a 50 year old cement garage floor with 50 year old paint, wood stain spills, glue, sealer, varnish etc...whatever else collects in 50 years?
Cement came out almost new and certainly clean enough for the EPOXY floor to adhere to after. Had to scrub a few hard spots with a steel brush & elbow grease but did the trick!
Used it on a standard 2 car gagrage about 22' x 22' along with 1 gallon muriatic acid wash from hardware store for surface cleaning, then applied concrete etch after for a deep clean.
It's all in the prep work and getting the garage actually EMPTY! Let it dry and air out a few days before applying the EPOXY sealer...it's worth the wait to do it right....don't rush.
